Position Title: Monitoring and Evaluation Manager
Grade: Manager
Position Duration: 01 Year with possibility of extension based on performance and funding
Duty Station: Hanoi/Ho Chi Minh with frequent travel to project locations
Reports To: Programs Development Manager

Job Summary:

The Monitoring and Evaluation Manager is responsible for identifying relevant programming data, collecting, validating, and reporting on it. This position is fully responsible for the active management of the M&E database and overseeing its implementation within the Vietnam field office. This position will support the country leadership by analyzing data to identify trends and propose improvements. He/she works under the direction of the Program Development Manager and closely with the Project Managers in order to lead the team in M&E excellence.

This is both a very technical and highly interpersonal role. It requires extensive interaction with data and team members responsible for implementing project. Therefore, the successful applicant will have attention to detail and be highly analytical, as well as able to train and strategize well with others. Additional responsibilities include supporting with internal and external proposals, reporting, and documentation.

Key Responsibilities:

  • Project Monitoring and Evaluation: fully responsible to configure and implement M&E systems.
    • At the project level, work closely with project staff to collect, validate, synthesize, and update data in internal monitoring system.
    • At the department level, assist project managers to develop Monitoring and Evaluation for Learning and Accountability (MEAL) plans to ensure projects meet defined scope and contribute toward the country vision and strategy.
    • At the country level, organize data and conduct data analysis to provide the leadership team with actionable information/intelligence.
    • Ensure high level of integrity with project data at all levels, throughout the project cycle.
    • Conduct Evaluation/Review events for projects, activities, and internal procedures/processes.
  • Project Identification and Design: support the Program Development Manager and project managers in developing proposals in alignment with country vision and approach.
    • Conduct needs assessment (qualitative and quantitative) to understand community needs and identify appropriate project interventions.
  • Reporting: support all levels in the production of various reports, including monthly, progress, annual, donor reports, situation reports, and briefers, throughout the year. Specific contributions include:
    • Narrative Reports: support in preparing and editing reports.
    • Maintain high level of data integrity throughout project cycles by reviewing, spot-checking, and verifying data.
    • Ensure project teams meet reporting deadlines and requirements for both internal and external reports (government, donor, etc.).
  • Capacity Building: train staff on reporting requirements, database system use, and survey tools.
    • Create M&E tools such as questionnaire, survey, interview, tests, etc. for project staff to evaluate programing effectiveness.
    • Train project staff on M&E knowledge, tools, and methodology.
    • Train project staff to access and use M&E Systems.
  • Other Responsibilities:

Education/Experience Needed:

  • Bachelor’s Degree in data science, accounting, or associated field
  • At least 05 year experience working with data management.
  • Strong willingness and passion to see help poor and disadvantaged in Vietnam.
  • Experience with capacity building training.
  • Experience with humanitarian work, NGOs, and non-profit organizations preferred, but not required.
  • Translation/Interpretation experience for official meetings, documents, and to support international staff.

Skills Required:

  • Fluency in English and Vietnamese-written and spoken. Excellent communication skills.
  • Excellent analytical, time management and organizational skills; high level of integrity.
  • Demonstrated ability to utilize data to contribute to organizational goals and objectives.
  • Humble team player; ability to be flexible and adapt, maturity
  • Comfortable using Microsoft Word, Excel, PowerPoint, and email.
  • Ability to travel frequently to remote villages in varying weather conditions.
