Vietnam One Health University Network (VOHUN) is a part of the South East Asia One Health University network (SEAOHUN) and was established in 2011 with the support of USAID. VOHUN has 20 universities and 22 faculties in Vietnam, including faculty of medicine, veterinary medicine, public health and nursing. The National Coordinating Office, connecting the faculties and universities, is located in Hanoi University of Public Health. The network coordinates other universities, institutions and NGOs to contribute to promoting One Health for humans, animals, environment, food technology and biochemistry. Under the One Health Workforce – Next Generation project (2019 – 2024), there are three main objectives: One Health training and empowerment; One Health Workforce assessment and tracking; and Organizational Sustainability. This project is supported by USAID through a consortium between various partners in USA, with leading by University of California Davis and SEAOHUN.

VOHUN’s goal is to help develop Vietnam’s capacity to implement a One Health approach through training and research at member universities in order to contribute to the development of a new One Health community.

VOHUN’s objectives:

• Assess and define the One Health Workforce through planning and policy communication with Government counterparts.

• Educate and train student’s to be the One Health Workforce in the future (Pre-service)

• Educate and train staff and specialists from government agencies, the current One Health Workforce (In-service)

• Develop and promote the capacity of university staff and researchers to train the current and future One Health Workforce

• Develop VOHUN to become a sustainable institution for long term development of Vietnam’s One Health Workforce

 

Responsibilities:

The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the project. He/she will also provide technical assistance to the implementing agencies, particularly in relation to monitoring, reporting and governance issues. Specific duties:

• Develop methodologies, data collection instruments, and analytical procedures for monitoring and evaluation of the projects’ impacts.

• Train relevant Government National and Provincial Staff in data collection procedures as required during project implementation.

• Plan and supervise the regular collection of data to monitor and evaluate the effects on knowledge and practice in zoonosis diseases prevention, including the student, health and veterinary staff.

• Plan and supervise the regular collection of data to monitor and evaluate the strengthen interdisciplinary coordination level.

• Prepare the pre-test, post-test and evaluation form for participants in the VOHUN activities (workshop, training course…).

• Carry out the analysis of the data collected.

• Prepare a reporting to the sponsor that facilitates the progressive assessment of the project’s development objectives.

• Prepare the reports according to the approved schedule, reporting progress and any issues of concern.

 

Requirements

• Bachelor’s or Master’s degree in statistic, international development, public health, veterinary, environment, social science, economics, or relevant discipline.

• Minimum of 03 years of progressively responsible professional experience in a performance monitoring and/or evaluation role with an international development organization.

• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.

• Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.

• Experience in planning and managing surveys.

• Experience in developing and refining data collection tools.

• Experience with data quality assessments and oversight.

• Experience in managing and providing training to partners and target beneficiaries.

• Ability to facilitate and serve as project liaison for externally-managed evaluations.

• Excellent analytical skills.

• Ability to work in a team and good interpersonal skills.

• Good computer applications skills.

• Good organizational skills.

• Ability to build on relevant knowledge within and outside the VOHUN as well as actively share her/his experience and expertise with colleagues and partners.

• Ability to work independently with a minimum of supervision.

• Ability to work under time pressure and meet deadlines.

• Ability to work in diversified environments.

• Fluency in English required.

 

Duration: 5 years

Duty station: Hanoi, with possible travel within or outside Vietnam

Supervision: The Monitoring and Evaluation officer will be supervised by the Project Coordinator.
